I cannot find any mention at all of Horn & Hardart's pepper hash.
I'm thinking that you mean the stuff that's not like familiar hash at all, but is more like a relish or a slaw. It's generally known as "Philadelphia pepper relish" due to its popularity there and it's a popular condiment for use on hot dogs there. It's also sometimes served as a side dish, like coleslaw. I have seen it referred to as being of German origin and also as being of Russian origin, although that "Russian" origin might have had a "Volga-German" connection. There may be a "Pennsylvania Dutch" - German connection as well.
While I could not find any mention of H & H's pepper hash, I did find some recipes for pepper hash. They are somewhat similar to each other, and H & H's version may not have been much different from them.

i mentioned their pepper hash to my little brother (age 79) and his response was the
same as mine — “i would kill for some of that!!”
from our recollection what is missing is whole peppercorns. it did not have any hot
peppers.
the h & h retail store where i bought it was on the corner of easton and moreland roads
in willow grove pa (a suburb of phila), i believe in the 1960s.
